Filmmaker Tanaz Eshaghian has long been fascinated by gender issues, so when she read a New York Times story about how the Iranian government was dealing with homosexuality, she was completely transfixed.
Eshaghian's film reveals a culture so steeped in hatred of gays and lesbians that it deems a sex change preferable to simply accepting differences in sexual orientation.Iranian-born herself, the New York-based filmmaker learned that in Iran, homosexuality is a crime punishable by death. But the government has provided a way out for the nation’s gays and lesbians: a sex-change operation. Fully paid for by the state, the procedure would allow these people to conform to Iran’s theocratic standards of sexuality.
Eshaghian decided she had to interview some of those involved in this gender-reassignment program. The result is a devastating documentary called Be Like Others. Shot in verité style, the film captures the pain and brutality of a regime that is pushing sex-change operations as the path to a final solution to homosexuality.
What was nearly as surprising as the revelations in the film is the fact that Eshaghian didn’t have to go undercover to get her story.
“It’s a very public phenomenon,” she says. “These sex changes are legal and are endorsed by the leading clerics. It’s embraced. I asked for a press permit before I went. After a month, I was given the OK. Officially, I was allowed to do what I needed to do. It’s not like I was doing a film on nuclear strategy — they don’t see it as an openly political issue. The rest was what you have to do with any documentary: spend a lot of time gaining trust.”

What her film reveals is a culture so steeped in hatred of gays and lesbians that it deems a sex change preferable to simply accepting differences in sexual orientation. The shift in policy came more than two decades ago, when Ayatollah Ruholla Khomeini issued a fatwa (religious decree) declaring sex changes permissible for “diagnosed transsexuals.” Be Like Others introduces us to a number of the people who have been given this label. Some have accepted their fate, and feel the sex change to be a way to avoid further persecution; others are clearly uncomfortable with the idea, but have agreed to it simply because of intense outside pressure. One young woman laments that her boyfriend seems uninterested in her now that she’s no longer a man.
“Here are individuals who are living in a very traditional culture, and they are on the margins,” Eshaghian says. “Those people tend to show you how everyone else thinks. I thought it would be a way to look at gender overall, through people who are not fitting in.”
The stories that emerge are heartbreaking. One young man who becomes a woman is disowned by his family after the operation. “[The family] lived outside of the city, and for them, they simply couldn’t even imagine the idea of someone having this done. They told him the day he had the operation he was dead to them. It was heartbreaking to see this person do this, and then be on his own, in an environment where the family is really the rock of your existence. It’s not like the West, where you’re supposed to step out on your own and make something of yourself.”
Eshaghian says she was also struck by the issue of class. Richer Iranians, she suspects, wouldn’t feel the need to have this operation, but the poor are disproportionately affected, and feel they need to stick to the rules enforced by society. “If you’re poor, this is when the conformity is really expected of you.”
At one point during Eshaghian’s 45-day stay in Iran, a reporter from the government-controlled media arrived to talk to the soon-to-be transsexuals. But she didn’t interview them so much as cajole and criticize the young people facing the knife, insisting that they had brought this upon themselves.

"That was an incredible moment,” Eshaghian says. “She has an identity that really could only have been created in the past 30 years, since the revolution. There are no questions in her mind, there are no grey areas — everything is in black and white. I envy her clarity. She was very happy — any time you get rid of ambiguity altogether, there’s an element of joy.
Her point was that there are rules and rules are there to help you. If you start cross-dressing before your operation, you bring the problems with the police upon yourself. Islamic Iran and the Christian Right have so much in common —it’s just surprising that they’re not better friends.”
Despite the persecution, none of the participants speak of escaping to the West — although there is fleeting mention of countries where gays can actually marry. “That’s something that upper- and middle-class people might think of, but for the poor, and those who live in rural areas, it’s not even in their consciousness. It’s not like they have relatives in Switzerland or France they could stay with or anything,” Eshaghian says.
“But like one asks at one point, why should they have to leave? It’s their country and their culture and they want to remain part of it.”
Be Like Others screens as part of Montreal’s World Film Festival, which runs until Sept. 1.

Gay rights in developing countries A well-locked closet Gays are under attack in poor countries—and not just because of “local culture”

THEIR crimes were “gross indecency” and “unnatural acts”. Their sentence was 14 years’ hard labour: one intended, said the judge, to scare others. He has succeeded. A court in Malawi last week horrified many with its treatment of Steven Monjeza and Tiwonge Chimbalanga, a gay couple engaged to be married. The two men are the latest victims of a crackdown on gay rights in much of the developing world, particularly Africa.
Some 80 countries criminalise consensual homosexual sex. Over half rely on “sodomy” laws left over from British colonialism. But many are trying to make their laws even more repressive. Last year, Burundi’s president, Pierre Nkurunziza, signed a law criminalising consensual gay sex, despite the Senate’s overwhelming rejection of the bill. A draconian bill proposed in Uganda would dole out jail sentences for failing to report gay people to the police and could impose the death penalty for gay sex if one of the participants is HIV-positive. In March Zimbabwe’s president, Robert Mugabe, who once described gay people as worse than dogs or pigs, ruled out constitutional changes outlawing discrimination based on sexual orientation.
In many former colonies, denouncing homosexuality as an “unAfrican” Western import has become an easy way for politicians to boost both their popularity and their nationalist credentials. But Peter Tatchell, a veteran gay-rights campaigner, says the real import into Africa is not homosexuality but politicised homophobia.
This has, he argues, coincided with an influx of conservative Christians, mainly from America, who are eager to engage African clergy in their own domestic battle against homosexuality. David Bahati, the Ugandan MP who proposed its horrid bill, is a member of the Fellowship, a conservative American religious and political organisation. “Africa must seem an exciting place for evangelical Christians from places like America,” says Marc Epprecht, a Canadian academic who studies homosexuality in Africa. “They can make much bigger gains in their culture wars there than they can in their own countries.” Their ideas have found fertile ground. In May this year, George Kunda, Zambia’s vice-president, lambasted gay people, saying they undermined the country’s Christian values and that sadism and Satanism could be the result.
Discrimination against gays, in Africa in particular, risks undermining the fight against HIV/AIDS. In February, those suspected of being gay were targeted in Kenya in mob violence at a government health centre providing HIV/AIDS services. Bishop Joshua Banda, chairman of Zambia’s National AIDS Council, said that donor countries’ efforts to speak out against violations of gay rights were against Zambia’s “traditional values”. The increasing crackdown on gay rights in Africa will be a disaster for public health, according to Mr Epprecht, as gay people go underground and do not get treatment for HIV/AIDS.

The problem goes beyond Africa and is more than one of state-sponsored homophobia. In Iraq, for example, homosexuality is legal. But in 2009 Human Rights Watch described the persecution that men suspected of being gay there face, including kidnappings, rape, torture and extrajudicial killings. In the aftermath of the 2003 invasion, there has been a growing fear of the “feminisation” of Iraqi men. The Mahdi Army, a Shia militia, has played on these fears and, claiming to uphold religious values and morality, offered violent “solutions”. Members of the Iraqi security forces have also been accused of colluding in the violence.
South Africa was the first country anywhere to ban homophobic discrimination in its constitution. It is the only country in Africa to allow gay marriage. In formal legal terms, it is a beacon for gay rights, says Mr Tatchell. But the growing phenomenon of “corrective rape” both there and in Zimbabwe, where women are assaulted in an attempt to “cure” them of lesbianism, suggests these laws often fail on the ground. As worrying to campaigners as the violence itself is a reluctance by the authorities to acknowledge that the attacks are motivated by homophobia. In April 2008 Eudy Simelane, a South African football player who was a lesbian, was gang-raped and stabbed to death. Two men were convicted of her murder but, in his sentencing, the judge denied that Ms Simelane’s sexuality played a part in the crime.
Hopes rose a little in June 2009 when India overturned its 149-year-old sodomy law but since then the global trend seems to have been in the opposite direction. Campaigners argue the proposed laws have implications beyond gay rights. How countries treat one particularly vulnerable group is a good measure of how they will act towards the rest of their citizens.

Detroit: the last days
Detroit is a city in terminal decline. When film director Julien Temple arrived in town, he was shocked by what he found – but he also uncovered reasons for hope
Leaving behind the gift shops of the "Big Three" car manufacturers, the Motown merchandise and the bizarre ejaculating fountains of the now-notorious international airport, things become stranger and stranger. The drive along eerily empty ghost freeways into the ruins of inner-city Detroit is an Alice-like journey into a severely dystopian future. Passing the giant rubber tyre that dwarfs the nonexistent traffic in ironic testament to the busted hubris of Motown's auto-makers, the city's ripped backside begins to glide past outside the windows.
Like The Passenger, it's hard to believe what we're seeing. The vast, rusting hulks of abandoned car plants, (some of the largest structures ever built and far too expensive to pull down), beached amid a shining sea of grass. The blackened corpses of hundreds of burned-out houses, pulled back to earth by the green tentacles of nature. Only the drunken rows of telegraph poles marching away across acres of wildflowers and prairie give any clue as to where teeming city streets might once have been.
Approaching the derelict shell of downtown Detroit, we see full-grown trees sprouting from the tops of deserted skyscrapers. In their shadows, the glazed eyes of the street zombies slide into view, stumbling in front of the car. Our excitement at driving into what feels like a man-made hurricane Katrina is matched only by sheer disbelief that what was once the fourth-largest city in the US could actually be in the process of disappearing from the face of the earth. The statistics are staggering – 40sq miles of the 139sq mile inner city have already been reclaimed by nature.
One in five houses now stand empty. Property prices have fallen 80% or more in Detroit over the last three years. A three-bedroom house on Albany Street is still on the market for $1.
Unemployment has reached 30%; 33.8% of Detroit's population and 48.5% of its children live below the poverty line. Forty-seven per cent of adults in Detroit are functionally illiterate; 29 Detroit schools closed in 2009 alone.
But statistics tell only one part of the story. The reality of Detroit is far more visceral. My producer, George Hencken, and I drove around recce-ing our film, getting out of the car and photographing extraordinary places to film with mad-dog enthusiasm – everywhere demands to be filmed – but were greeted with appalled concern by Bradley, our friendly manager, on our return to the hotel. "Never get out of the car in that area – people have been car-jacked and shot."
Law and order has completely broken down in the inner city, drugs and prostitution are rampant and unless you actually murder someone the police will leave you alone. This makes it great for filming – park where you like, film what you like – but not so good if you actually live there. The abandoned houses make great crack dens and provide cover for appalling sex crimes and child abduction. The only growth industry is the gangs of armed scrappers, who plunder copper and steel from the ruins. Rabid dogs patrol the streets. All the national supermarket chains have pulled out of the inner city. People have virtually nowhere to buy fresh produce. Starbucks? Forget it.
What makes all this so hard to understand is that Detroit was the frontier city of the American Dream – not just the automobile, but pretty much everything we associate with 20th-century western civilisation came from there. Mass production; assembly lines; stop lights; freeways; shopping malls; suburbs and an emerging middle-class workforce: all these things were pioneered in Detroit.
But the seeds of the Motor City's downfall were sown a long time ago. The blind belief of the Big Three in the automobile as an inexhaustible golden goose, guaranteeing endless streams of cash, resulted in the city becoming reliant on a single industry. Its destiny fatally entwined with that of the car. The greed-fuelled willingness of the auto barons to siphon up black workers from the American south to man their Metropolis-like assembly lines and then treat them as subhuman citizens, running the city along virtually apartheid lines, created a racial tinderbox. The black riots of 1943 and 1967 gave Detroit the dubious distinction of being the only American city to twice call in the might of the US army to suppress insurrection on its own streets and led directly to the disastrous so-called white flight of the 50s, 60s and 70s.
The population of Detroit is now 81.6% African-American and almost two-thirds down on its overall peak in the early 50s. The city has lost its tax base and cannot afford to cut the grass or light its streets, let alone educate or feed its citizens. The rest of the US is in denial about the economic catastrophe that has engulfed Detroit, terrified that this man-made contagion may yet spread to other US cities. But somehow one cannot imagine the same fate befalling a city with a predominantly white population.
On many levels Detroit seems to be an insoluble disaster with urgent warnings for the rest of the industrialised world. But as George and I made our film we discovered, to our surprise, an irrepressible positivity in the city. Unable to buy fresh food for their children, people are now growing their own, turning the demolished neighbourhood blocks into urban farms and kick-starting what is now the fastest-growing movement across the US. Although the city is still haemorrhaging population, young people from all over the country are also flooding into Detroit – artists, musicians and social pioneers, all keen to make use of the abandoned urban spaces and create new ways of living together.
With the breakdown of 20th-century civilisation, many Detroiters have discovered an exhilarating sense of starting over, building together a new cross-racial community sense of doing things, discarding the bankrupt rules of the past and taking direct control of their own lives. Still at the forefront of the American Dream, Detroit is fast becoming the first "post-American" city. And amid the ruins of the Motor City it is possible to find a first pioneer's map to the post-industrial future that awaits us all.
So perhaps Detroit can avoid the fate of the lost cities of the Maya and rise again like the phoenix that sits, appropriately, on its municipal crest. That is why George and I decided to call our film Requiem for Detroit? – with a big question mark at the end.
